Puzzle 11: Hat Colour

Three prisoners were given a chance of escape, if they can win a logic game. Rules of the game are as follows.
The persons will be blindfolded and a red coloured or blue coloured hat will be put on their head. After blindfold are removed, they will be able to see other two persons’ hats; but not their own. Anyone of them can raise his hand and tell the colour of his hat. Alternatively, he can simply say “Pass”. Then anyone of remaining two can do the same, followed by last person. None of them will be permitted to utter any word other than “Red”, “Blue” or “Pass”.
They can win the game if and only if
1. Someone amongst them identifies the correct colour of his own hat.
2. No person should be incorrect in identifying his own hat.
So they will lose the game, if all of them say “Pass” OR anyone amongst them is wrong in identifying the colour of his own hat.
They are permitted to discuss amongst themselves before blindfolds are put to devise a strategy. However, they are not permitted to communicate in any way, other than uttering any one of the permitted three words, once the blindfolds are removed.
What strategy should they formulate, to guarantee the win?
